One of my friends is trying to drag me into a game now from his office, but we can't seem to add Jigglypuff's to our favorites ( attempting 72.35.235.130:27027 ). I'm also not sure what ports I'd need to open if I were to just host... Bleh, I may need to go do research.

There is no local hosting. You'd start a lobby, get him to join in via the friends, and then search for a dedicated server. It'd plop you into the first empty one it found (takes about 10-15 seconds)
You have to play with settings to join a specific server, it's really kind of a pain.

We gave up after a short while... Steam Community won't work with my Steam, so that removes that option.
