Safe mode won't stop everything, but it will cut out a lot of the crap. Do what Thoth said, go down the list in the Services and Startup tabs of msconfig and disable shit you don't need, then reboot in safe mode and try the port forwarding web page.

After much debugging, I decided the problem was a defective router/firewall. I bridged the router, and now it's working absolutely fine. It just wasn't forwarding ports.
