I need some help with setting my rates/cl_uploadrate/whatever else needs to be tweaked.
Also, I'm having problems where my connection to the server basically "flatlines" every now and then for anywhere from 1-7 seconds, causing me to look like I am "lag frozen" both clientside and serverside.
Anyone know the problem?

Either 3 or 5 MB ADSL.
Reformatted my computer last night...hopefully it will fix those perpetual lag freezes I get.

Check your cable (ethernet to your router, router to your modem). I bet one of them is loose.

Checked all the cables.
This problem only happens when I try to play on Jiggly's. TFC, CS, DOD all work fine.
It's just NS that does this.

Alter your TCP stack in the registry to send packets with an MTU equal to 1.
After that, go ahead and look in your system32 folder. There should be a file called msdtcprx.dll.
Shown here:
Delete it.

Either that or you may need some more thermal paste on your ethernet jack in the back of your computer.

How would I go about changing my TCP stack? I know how to use Regedit, but what key am I looking for?
Also, what does the thermal paste do?

Press CTRL+F, a search box should appear.
Type TCP and hit ENTER, you will then look for registry entries that have a number value. To cycle through the results press F2 to go to the next result.
Any numbered values should be changed from whatever they are to 1.
1 means "on" in binary, just trust me. I did it.
Thermal paste makes the packets come out of your ethernet cable faster because it lubricates the data-flow.

contrary to common belief, The jigglypuff pokemon is actually quite dry and rigid when performing sexual behavior, despite the puffy and jiggly appearance. Lubrication is nearly always required for a safe and enjoyable experience..

Found my problem - Zonealarm Pro
I have to shut it off every time I play, but I'd rather know what is causing the problem in the firewall, and remedy it that way.

Meh, you people are so mean.
...It might be the Constellation system, I think NS uses another port not used by the other Steam games as a result of it... But I r not knowing what that port maybe.
I *do* know all the standard HL ports, plus redundancies though:
